I just finished my tool made w/ a 1/8 x 3/4 flat bar, welded them together and put a axle nut on top and use a power handle to turn the retaining ring on top of the fuel pump. The fuel lines and the wire harness has to be removed first before turning. My welding is sloppy – I’m still learning but the tool works perfect. BTW I had to grind off one side of the flat bar so they would fit into the slot of the ring.

When I collected the car it had not moved in 7 years although it had been run occasionally. If people want to do this, I would strongly advise filling the fuel tank with four star before laying up – and the same goes with the 6 monthly SORN cars. I hadn't heard of fuel pumps being a problem in 15 years on here, but I've just had two in a row, both cars laid up for many years with nearly empty tanks. Having had to remove a filthy smelling residual liquid before filling this one with clean fuel I would also suggest using four star for the final fill!
