The town hall allows you to create new Miis, while a port allows you to swap Miis in and out through StreetPass.You play the game by creating characters who move into an apartment on your island, and by making sure their stay on your island is a good one by solving their problems or meeting their needs. The gameplay is very similar to its predecessor, Tomodachi Collection, as it also takes place on an island inhabited by various Miis, which the player can import from their 3DS, other devices, QR Codes, or create from scratch using the 3DS' camera or the in-game creation tools. It is where Miis can view the entire island and hang out, the latter option being a typical pastime in Japanese culture. If 2 Islanders of the opposite gender and similar age interact, one may confess their love to the other, which upon success, sets them as their "Sweetheart", or "Special Someone" in the European version, which can allow for marriage with them after more interaction.
